BACKGROUND

In line with strategic initiatives to enhance the transparency, efficiency, public accessibility, and independence of judicial institutions in Lebanon, UNDP provides multi-faceted support to the Higher Judicial Council (HJC). In a complex institutional and media environment, providing accurate, timely, and accessible information is essential for building public trust, safeguarding judicial authority, and combating misinformation. The modernization of the HJC’s digital presence, centered around its official website and complemented by strategic social media channels, serves as the primary public gateway for judicial decisions, official announcements, news, and institutional updates.

To ensure that the HJC’s digital platforms are regularly updated and visually engaging, UNDP is seeking a Digital Communications & Media Officer. The Consultant will be responsible for managing web content, producing digital media (graphics, photo, and video), and regulating online communications to strengthen the Council’s public outreach and transparency.

• Maintain a structured, secure digital repository and archiving system for all uploaded documents and published web materials.

Pillar 2: Social Media Management & Digital Growth

• Manage and publish adapted content across official HJC social media channels (Instagram, Facebook, X/Twitter, YouTube).

• Re-package complex judicial announcements, press releases, and web articles into concise, engaging, audience-appropriate social media posts.

• Put together/implement a strategy for boosting and promoting selected social media posts when required to maximize reach for key public campaigns.

• Design digital assets, infographics, announcements, and promotional graphics using Canva and professional design tools.

• Ensure all visual elements, typography, logos, and photographs adhere to HJC visual identity guidelines and judicial communication norms.

• Adapt visual layouts to fit optimal dimensions across different social platforms and website banners.

Pillar 4: Photography, Videography & Media Production

• Conduct photo and video coverage of official HJC events, press briefings, judicial activities, and announcements.

• Edit short-form and long-form video content tailored for social media feeds, YouTube, and website embedding.

• Organize, store, and maintain a secure cloud/hard-drive backup system for raw footage, high-resolution photographs, and edited project files.

Pillar 5: Community Management, Compliance & Quality Assurance

• Monitor user interactions, comments, and direct messages across platforms; filter out inappropriate content and draft official responses for routine inquiries under clearance.

• Ensure all sensitive judicial information is handled with strict discretion and respecting confidentiality regulations.

• Continuously review website and social channels to identify and replace outdated, duplicated, or incorrect information.
